You do realize that 600, 000 Cambodians were killed during the illeagal incursions by the U.S during the Vietnam War. This resulted in the eastern side of Cambodia which produced the majority of agricultural produce being decimated resulting in a massive influx of refugees heading to urban areas, particularly Phnom Pehn. This was exacerbated by the fact that massive amounts of food aid was being supplied to the Lon Nol regime by the U.S and Thailand resulting in massive urban populations without enough supporting agriculture.

When the Khmer Rouge overthrew the Lon Nol Regime in 1975 food aid was effectively cut off from Cambodia resulting in a horrific famine. Pol Pot sensibly attempted to address the issue of mass starvation by the implementation of agricultural collectives and the forced migration of urban dwellers to rural area to support them with manpower. Unfortunately many people still starved to death, and these deaths are the vast majority of the two million deaths.

In relation to the Khmer Rouge Government between 1975 and 1979, it would be a stretch to call it an actual functional government due to it being effectively run the same way the covert guerilla movement was run from the beginning. As a result the central command of the Khmer Rouge had little oversight and reduced communication with much of Cambodia.

To attribute the two million deaths on one man, Pol Pot is highly dishonest and entirely ignores the imperialist meddling which ultimately caused the mass starvation.
