Talent will all go to the same place so there's a large pool of unemployed skilled workers. Whenever the Silicon Valley company needs more workers, they post a job and shitloads of qualified people who live nearby send in a resume. Someone who physically lives there is preferable to someone who doesn't, so competition eliminates the prospect of people from out of town from competing with them. Even though people living in a less expensive area could afford to be paid less for pretty much the same work, they don't have the bonuses of both being under physical control (if they're working remotely they can just walk away from the computer) or being under more pressure to work due to higher cost of living.
