This was supposedly why there's all the different vaults existed, for possibly problems/social experiments. I think another reason was the pen and paper version of Fallout was coming out/was out and it gave the dm the framework to make his own vaults for the players.

The issue is that vaults are directly designed as some sort of dungeon in the Beth ones. And of course to motivate the player they put mad experiments meme nonsense. I haven't played FO1 but I liked Vault city and what it conveyed. It would make more sense for each vault to teach the people certain roles and skills so thdy specialize in something. Either that or make it so it functions to mimmick the systems of power.

In case anyone forgot, Fallout started as a GURPS-based crpg until Steve Jackson games rescinded the license (or maybe they just never gave it in the first place. I forget.)

And for you non-fa/tg/uys, GURPS is the everything-and-the-kitchen-sink RPG system, which has splatbooks for every conceivable setting or idea. Meaning Fallout likely ended up with so many wacky ideas because they were just slapping together random content from one of the fucktillion GURPS setting books to fill out the wasteland.

Some people used CTL in Benny's room to find a few doors you can travel by and actually reach that Vault.
They are all unfinished areas but it's pretty clear there was content that was gonna be written there and never was (possibly because Obsidian ran out of time).

So it's basically just another part of the plot that, much like the Legion, didn't had enough time to be written and implemented.

Were I to take a guess, House didn't so much filled it with concrete as rather sealed something inside that he didn't wanted to be found.
Perhaps his chamber was originally inside that vault instead of his own casino, where nobody would look for if they wanted to get to him.

Bethesda can't write nuanced grey morality stories at all. It's either black and white or it doesn't even have a color.

You go play FO3, what do you get? You, the hero, against the impersonations of Nazis. That's how they show the enclave and why you're never given a chance to join them, only "help Hitler" and "nuke the faction that helped you" so you can be a dick without breaking their plotline.

This isn't incopetence on the level of "they don't understand how to make a nice story with characters having their own motivations and reasons" but more of a "we have this story to tell the player that he will see one way or another by an angle of his choice, but these events MUST happen".

This is why Skyrim has a plotline against Dragons that doesn't vary ever, this is why it's Civil War quest is the same on either side.
So you see the story they wanted to tell you and all the events they scripted for you, picking a side just changes the clothing of the actors.

This is why Oblivion is about you stopping The Ultimate Evil, so that you don't have a reason to go against the plot.

This is why Fallout 3 is about noble scientists fighting the nazis and every "evil" option you pick still has you activate the Purifier or setting off the nukes.

This is why Fallout 4 has different factions that they tried to emulate from New Vegas but you're still going to the same places and seeing mostly the same thing in the main quest and the side quests feel even worse than Mage's Guild quests.

It's all so you see the special touching story they prepared for you because their playerbase is composed entirely by those retards that can't make their own fun in a sandbox game and demand more linear experiences in their videogames.

All (or at least most) of the test vaults did have an observer, that was either supposed to be or work with the overseer, or otherwise simply observe and record. In some cases, the observer had no idea what the actual intended experiment of the vault was supposed to be (particularly in the cases that death would be nigh-inevitable).
And don't forget, some of the vaults (half of them or more, I think) actually were intended to work as advertised with no social experimentation.

Because bethesda's audience needs a clear GOOD GUYS/EVIL GUYS world, otherwise they're confused and stuck at repeating "muh atmosphere."

But in FO3, Vault Tec is no longer a corporation, it's The Man in Black that does mysterious things for mysterious reasons, all pretty inhuman but very reasonable for reasons you can't understand.

In FO2, the survival of mankind in the circunstances the vaults were built for was the reason to have them built that way.
In FO3 and onwards, they were built that way because those games are a theme park for you to enjoy, each vault just another contraption to amuse you and logic or reason don't amuse most people.


It's more because you'd end up missing on content if you could play the game from truly unique perspectives and you'd be forced to play the game multiple times or actually care about what choices you make while you play it, which just won't do.

In New Vegas, you can actually never even visit the Legion Camp or the NCR base and still win the game with House, for instance.
In Fallout 3, every single place in the mainquest WILL be visited by you no matter how you're playing or your karma.

The main mechanic of the game was advertized to be the settlement system, was it not?
Then start there, make that the theme of the game. "Rebuild Civilization"

You begin the game waking up from cryo but no backstory is given to you, that's up for you to decide. Perhaps in a dream sequence, perhaps not even that.
The player character begins the game in a hobo phase where he can't build settlements at all. Nobody has a reason to follow or trust you after all.

As you travel the land, most quests you complete tick up a hidden counter of followers and when it's at a sufficient level, a group of people with a brahman caravan goes near you and says they need your help, that they want stability and safety in a city but they don't think anyone can give it to them but you, who've shown to help people.
At this point, you can now pick a place in the wasteland where the caravan will move to and settle to start a town. You can only pick a cleaned up place but you can also tell them to await for you in Diamond City until you've cleared the place you want.

Note that these people don't have to be just settlers. Pick bad karma resolutions for quests or murder\loot enough people and you'll get a merry group of raiders instead.
Help Synth and it's going to be Androids instead. Assist the Brotherhood and you'll get the proposal to make an F.O.B. for them, etc.
Obviously these groups don't await in Diamond City but some respective place.

After this is done, the true game begins and now every place where you can build settlements is going to be taken over by the different factions. You can attack, siege and capture them for your own faction, you can accept menbers of different factions in your settlements (but Raiders and Settlers or Synths and BoS menbers are not going to get along well)
Your settlements will be attacked as well and you must defend them. If too long passes without you taking action, they'll even be taken (except for your initial settlement) but otherwise just consider all the caps and resources they generate to stop coming your way.

The point of the game is to cover at least 80% of Boston with your settlements, which you can do by violence, trading, bartering, diplomacy or any other way. The decisions you make on how to run your settlements and their outcomes dictate how they fair and what's told you about you in the end.

Different factions have different buildings, furniture, shops, items, etc for your settlements and different events happening.
You might have a Synth village that caught a BoS scout and you must decide what to do with him once you go in.
Or a Raider village visited by a merchant that you can rob on the spot or establish a trade contact.

Nobody plays Bethesda games for the main quest line, that's a given and it should take backseat to the game.
But if you really need one:

The Institute is the brains of boston. They have the technology to create advanced machines and medicine. But they lack the manpower and although their weaponry is very powerfull, it's also very expensive, which is why they tried to use Synths to gather the resources their need (but this backfired).
The Brotherhood is the armed force. They have impressive weapons and the military tactics to fully explore them. But they are hard pressed for resources and the thecnology they have is mostly pre-war stuff. They have a sizeable force but it's more apt to fight mutants than scavenge, farm, etc.
The Minuteman are the most numerous group, not the militia itself but the settlers that follow and support them. They have improvised weapons and stolen tech only however.
The railroad are the humanitarians, whose greatest asset is a good moral conscience and some not-slave synth

So you begin the game waking from Cryo alone, every other subject dead or already gone.
You go outside the vault, trying to figure out where and when you are and the first people you meet are just some scavengers that give you pointers to Diamond City as the only decent settlement in Boston left.

You make your way there, you talk with the locals and you learn about the world, maybe even meet a fellow Cryo-pal that woke up several months ago. Then you get to meet the Mayor since Cryo people tend to be genetically superior to regular settlers do to not being exposed to radiation along the years and thus you can be more usefull.
He'll mostly give you radiant quests to explore the surroundings, exterminate some threats, etc.

As you travel, you'll hear and eventually talk with the other factions and you'll get to pick one that you can help, not based on ideology but rather on what you consider the most important to flourish in post-nuclear war: tech, weapons or manpower.

The factions will be at odds with each other and they'll have a long quest chain regarding what they are about that culminates on exterminating the "capital" of another faction, until only yours is left.
But as you do that, Boston and Diamond City will feel threatned. They want nothing of that, just to keep things as they have always been and they'll try to stop your progress, working as reasonable antagonists you can even talk and diplomacy with.

From this point, you can make whatever quests you want, there's organic and emergent gameplay from the settlement system that directly impacts the story and a clear goal to reach that can be aproached in many different ways, all with a cohesive plot and theme.

And the best part? You don't even have to make anything that the game doesn't already have to make this work.

Are you retarded? Did you fail your math classes? There are numbers greater than one that are still finite. Lots of numbers. Two, for example. Would it really be so difficult for a game to have two major questlines with some major deviation beyond whether the guys standing beside you are wearing power armor or labcoats? Oh, no, we can't do that, because having two options offers "infinite choices" somehow, and that's completely impossible.

This poster is absolutely correct. Witcher 2 offered divergent questlines years before fagout 4 was released. Don't even get me started about New Vegas.

I believe the BoS is the worst implemented faction, with the minutemen close second.
You are a father looking for your son.
You meet the minutemen, you might join them to have somebody helping you, but you already go out of your path with that.
Then you hear the BoS SOS, you go there to help. They say to a pre-war dude that they work to keep the wasteland "safe" by halting all technological progress. To join them, you have to leave your son quest and accept mercenary work. Afterwards they never promise you help, you mention your son once and they say "i'm sorry, but go kill these muties". You are bounded to a faction that orders you around and that doesn't give a fuck about your son.
Even when you look for help for building the interceptor, the MC doesn't know how technologically prepared the BoS. The railroad that decoded the courser chip looks like the best ally.
You have to break immersion to join the BoS. If you play with the "pre-war father in the wasteland" mentality, you don't really have a reason to become one of them.
