Ive just downloaded the games folder and tried neko project 2, but when I run a rom it gives some moon rune error about BIOS.ROM. Any help on how to run this shit?

I don't know anything about PC98 emulators, but it sounds like you need to download a BIOS file and stick it in a folder somewhere.
Emulators often don't include the BIOS files since those are the parts that're actually illegal to distribute.

The limited color palette functions to produce brighter, livelier images in general, while with the limitless colors of modern software the obsession with realism has produced a broad variety of brown and grey. The contrast between these is probably the biggest reason you find dithering appealing. The art itself is also frequently good and uncluttered, and a style not used commonly anymore, so it seems a bit exotic compared to modern media.

Hair is much better than old art styles. I can't stand 80's/90's anime hair, it just looks fucking retarded. The bodies definitely do look better though back then though.

The Viper games have such good animation for something that old.

Most of this "artstyle" is just the same sort of generic hentai look you can find today, but dithered, like I just did with pic related. That being said, I've seen some art from the PC-98 versions that I thought were attractive, then seen the undithered Windows versions and thought they looked like ass. It was hot in my mind, goyim.

If you were to import an image into an old PC98 image editor and let it do it's magic, that would be the best most authentic way. We did discover in the last thread that you can get a good approximation with GIMP and paint.NET though.
Make sure to use Ordered Bayer (GIMP calls it Positioned for some ungodly reason) for the authentic effect and not Floyd-Steinberg. You'll also have to reduce the colors used to get the correct effect.

The whole clean dithered colors in these Japanese games is something I've researched for years. I always thought that there was a filter or something - and I've heard that long-dead softwares like Debabelizer Pro could do this sort of thing on the fly.

The fact of the matter is, there is no filter or program that can do what you're suggesting (although 's example comes close, it's more than 16 colors and the dithering lacks uniformity.) The way the artists got their artwork into the computer back when the PC98 was still mainstream was they would trace the lineart to cellophane or some other transparent sheet and then plot the linework in with a mouse and then painstakingly use fills, pixel-brushes and tile stamps to produce the image.

shit, forgot to add that after they traced the lineart to cellophane, they'd tape the cellophane onto their computer monitor to trace.

Yeah that's the way we figured to do it in that other thread. If you made a custom color palette you could make it even more accurate. The plugin for paint.NET is called Simulate Color Depth. I just used it on the first image, I used GIMP on the second one.

First you would have to get a hold of one of those old programs and a PC98 emulator (or an actual PC98).
You would have to digitize the image (either scan it or photograph it with a digital camera) and open it in that program. You might have to scale it down first if the resolution is too big.
You might need a go-between program like Susie as well.
