PCB is the most neutral for me, it doesn't have shitty gameplay like EoSD. DDC is also good, like PCB but better.
IN has that shitty deathbomb thing, it's bad game if you want to get into 2hu.
Also LLS and MS are really underrated while they are like EoSD should be from the beginning, but I won't say that they are good to start 2hu with.

TH07 is the best to start with because it introduces most of the mechanics used throughout the series.
TH10 is another good starting point for the same reasons as the above, but it introduces the mechanics that are more popular in the games proceeding it.

TH06 is a bad game to start with because the lack of a visible hitbox changes the dynamics of dodging and grazing. It does make for a great game to play down the line, though. There is also a mod that edits a hitbox in, but that obviously makes the game itself easier.
TH11 is a bad game to start with because the patterns are very static and are more about memorization than reflexive skill. It's my favourite in the series but I wouldn't suggest it to a beginner.

Any Touhou before SA is good. Life fraction system is shit and a mistake getting them by points and drops is a much better system.

Get yourself a PC98 emulator and play Lotus Land Story and Mystic, you may not be able to see your hitbox but they're the gold standard of the series in my opinion.

Excellent doujin shmup which strikes a nice balance between older Toaplan and modern danmaku bullet patterns. Stage design and music is simple. Gameplay isn't too complicated, you just shoot and bomb. It's fairly beginner-friendly due to frequent power-up carriers which drop a triangle of bomb, shield, and shot power-up pick-ups. Fly in the middle of the triangle to get all three at once, which is also the main method of scoring in the game. Available for free

Cool RayForce-like shmup where you can shoot homing missiles all over the screen destroying things beneath you, and fire a massive thunder laser which cancels bullets. Scoring comes down to destroying as many things as possible with your homing shot when your energy bar is full, which gives you the highest score multiplier. You get three/four hits per life, and there are some armor drops here and there too.

Big-ass shmup where you fight giant mecha fish in intense beam duels as avant-garde music is playing in the background. CS Mode has around 200 branching stages which can be considered a singleplayer campaign, but also an extensive practice mode. It starts off easily as you get a lot of armor and the bosses aren't too hard, but later bosses will fuck your shit up as the game stops handing out shield orbs like candy. You have a Force Pod-ish laser which you can rotate at will, which can be used to block bullets or deal damage, or both at the same time. You also have a standard giant laser which drains energy quicker but kills things quicker, but killing the last enemy of a group with a beam increases the score multiplier reward. There's also several more ships with their own quirks and scoring methods, meaning there's plenty to discover.

I like Yuuka more, but Mokou is pretty high up there.

They're the only tohos I have dedicated folder for.
