Well, the "nugget of truth" in your example oftentimes can be about rumors, running gags or personal quips. Like if the politician once fucked up and realized that, like started promoting a terrible law but later on realized it was terrible so pulled it, if I see a joke about that law a year later, it won't mean that the person making the joke hates the politician or is still mad about the law. Sometimes the context brings back the mistake and all that shit.
Or, for example, Hollande once got seen visiting a lover without telling anyone and that's all France talked about for around two weeks (I'll admit it was a bit grating because it was worthless gossip bullshit, but still).
