The people that buy keys for loot boxes and such, they're probably the type of people who want something, just because it's rare and other people don't have it. So if they see something with a low percentage drop, they'll probably want it even more.

If they're operating in China they are already required by law to go through a Chinese company if they want their game to be available there, so many games actually already have an entire Chinese version managed by a Chinese company (and ostensibly the overseas company that created the game and probably tenuously manages the Chinese version) which is why a lot of Chinese players play international versions of games, specifically because the Chinese version is extra fucked.
