All moving pictures are inherently kinetic. The only reason many animes are "picturesque" is because of lack of budget. They would be kinetic if they had the means. Still image media such as comic books are inherently picturesque.

The older animation was okay. I doubt they could ever truly get to the level of detail of the manga though, at least not without a billion dollars to keep with Miuras insane amount of detail.
