Bitchute actually is just a website that uses this protocol. webtorrent.io/ but it looks like a promising one. The technology has got a long way to go though, has some basic problems like the video stops if people stop seeding. Brave browser can also stream torrents, really neat actually. I just did a 1080 stream off the pirate bay which started instantly. Brave is clunky though.
