They are still gonna fuck it up, even with the base building. Most likely gonna add some autistic way to build stuff down to very small details but nothing of that is gonna interact with anything or matter at all. Building will most likely serve as a resource sink and a way to be creative but serve no purpose.
In a game where you keep traveling from planet to planet and spend only a short amount on one planet, the concept of base building makes very little sense, you'll most likely never visit the same planet again anyway. Starbound is proof of this shit where players just keep all their crafting stuff in their ship and barely bother with base building.
What they'd need to do would be some simple enough "drop module for function" so you could quickly make a base on a planet that serves a few purposes like repairs, opening a shop, mining local resources and transfer them to other planets. Then create a trade infrastructure so resources can be pooled back into a single planet of your choice where you'd build a bigger base with better modules and fast travel to every now and then. Have pirates\other factions also building bases and attacking yours and that'd do it.
But none of that is gonna be present, building will serve little or no purpose, factions will still be more static than dirt and you'll only build things on one planet because the game will gate content until you build something to unlock the next tier of upgrades.

Here's the problem I have with base-building.
Your goal in this game is to get to the centre of the universe and you achieve that by travelling from system to system.
The base you build will be a static building on a planet covered by static buildings. So building the base might be good to give you a point to rest and store shit but what about when you leave the system for the next star system? Then that base becomes another abandoned structure on the planet.
You'd have to keep building the bases over and over again just to get a place to rest. It's not a static place like Minecraft, you're going to have to eventually abandon it to move forward, so why build a base at all?

The biggest mistake on the part of HG was the absolute silence that preceded this announcement. Like some have said in this thread, it would've been nice to see someone, anyone from the dev team put some apology message (a genuine one, not the typical half-assed, passive-agressive non-apology that some shitheads produce when in a similar position) along with a small developer diary where updates would be regularily occurring. Sure, that wouldn't fix the game but at the very, very least it would mean that the team is working on pulling their weight somewhat.
I can see the angle of silence being thought as a logical solution so that the shitshow wouldn't end up in a situation where communication would only add fuel to the fire, but you just don't do that when the thing that people demand the most are explanations and reasons as to why the game turned out like shit, this wasn't a blunder that people would expect, it was a blunder born mostly out of ambiguiously made half-answers that only created more quiestions, so communication was vital, not silence.
To be fair, I kinda like some of the aspects of this new update, especially the fact that you can now buy bigger ships and generally be able to do a bit more than just shooting lasers at rocks ad infinitum, but it's not that enticing when this is just an initial feature update instead of one that not only adds but actually fixes some of the built-in problems with the way the gameplay works. It's cool to see them attempt to breathe new life into a game that direly needs it, maybe they'll work towards restoring that game to live up to its full potential but I doubt it.
