There's two things to a good waifu: an appealing design and a well written personality. While you can waifu a character who only has one of those traits, they will generally be lackluster.
Take Haydee for instance. The guy obviously tried to bet on sex appeal (which failed spectacularly) while completely ignoring the personality aspect. It's a prime example of a waifu bait character. Same deal with virtually every Bioware character, they're ugly as shit and the devs try to make them seem interesting via their personality, but also fail horribly.
You will notice that both of those examples still had their fans. Holla Forums tier plebs who like Shadman and tumblrites respectively.

When making a character, you have to go for the middle path. Like everything in our lives, balance is key.
