What does that card do?

It trades 1 card (the greed) for 2 new drawn cards.
The only comparable and unbanned cards I can think of are Red Dragon Vase and Chaos Greed. Chaos Greed has an exceptional condition (and therefore setup requirement) that involves banishing + 0 graveyard. Red Dragon Vase has an easy enough condition (get your red dragon or alternatives on field, keep it there for one turn), but you blacklist summoning for your activation turn and your opponent's next turn.

Smug-ass pot would be a 0 mana draw 3, the closest approximation to that is Ancestral Recall, a 1-mana draw 3 instant from alpha that's still gotten banned in everything but vintage, where it's restricted instead, a legal status shared with the black lotus.
Every other blue draw card either doesn't actually let you draw that many cards (draw 2 then discard 2) or has a mana-to-card ratio of less than 1.

Pot of Greed was one of the first cards. It was together with people summoning 3 monsters in a turn, bug monsters having extra damage against flying monsters (or viceversa, who can fucking remember) and the three headed Blue Eyes White Dragon had to be killed 3 times because lol he had 3 heads.

The writers didn't know what the game's rules were, and the concept of Card Advantage was not even close to being born.

Pot of Greed was probably conceived for the anime (I don't remember it being mentioned in the manga, although I've only read a small part of the manga to be fair) and somebody just decided to take it and put in the actual game when that got developed without thinking about how fucking broken it was.

It was made because the old format was so slow having something that was +2 in draw power was fine, like how there were similar cards that were fine in old magic.

The first set of cards was made before the anime had pot of greed and it also never shown in the original manga.

The Morganite faction is basically ultra-capitalist and with enough money you can win the game by controlling the global energy market. Short of that you can also use probe teams (spies) to subvert enemy units and bases and inflict all kinds of damage on people. Or just buy yourself an army and flatten people.

3 coppies of one card per deck and there must be 40-60 cards in a deck. The banlist only serves as a way for Konami to move more product by banning old product and replacing it with new ones that have 20x power creep.
