Remember, the reason why things just disintegrate after being killed in these modern 3D games is to free up the resources to draw new enemies.
It stands to reason that smaller enemies or less complex enemies should allow for more at a time.

You can't make a lot of things with only 64 monsters though. A reasonable limitation for the engine would be double that. There's no reason to use Snapmap over DoomBuilder, or even shit editors like Eureka. So where's BethesDoom's replayability?

Witcher 3 did realistically scaled cities with proper crowds.
DMC4 has the option to enable crowds of enemies at once.
Even Assassins Creed, a series known for being half assed and rushed features more NPCs in crowds in cities than total enemies at once in Doom 3 and NuDoom.
Hell MGS2 and Hitman Blood Money and Absolution feature massive crowds in certain parts of the level.
Its not that the technology isn't there, its that people have accepted low effort as standard.
