I think both are kind of unrelated phenomena, but the two together wrought devastating effects.

I would say, regarding american culture, that it never really "started", moreso that it simply always existed in different forms.

We don't really have much of an "SJW culture" in France. It obviously exists, but outside of twitter, no one really pays much mind to it. I was there in old /m/ when it went down. A brief (warning: my POV) clarification for context: As is tradition in anime production, studios bring in guest directors to direct an episode, both serving to lighten the workload of the regular staff and exposure for the director, who are usually either newcomers to the industry or lower-level industry members given a hand up. However, this is also a loophole for executives to assign friends or individuals they're currying favor to.

In this case, TTGL's episode 4 was directed by Osamu Kobayashi, who was a big celebrity director at the time lauded by the press, his other works included Beck and Paradise Kiss. His "style" does not really fit well into Gurren-Lagann's aesthetic, and it showed.

There was a massive uproar in 2ch over the terrible episode (I'd list every detail down but I remember little of it now, suffice to say a lot was an understatement), with the extreme reactions include calling for the head of the director for violating the sacred cow.

Of course, this could go two ways: either Gainax apologizes but not necessarily correct the gaffe, or ignore the complains. Both would be the end of it.

However, it surfaced a day or so after that Gainax' staff were mocking the fans' reaction in Mixi (Japan's social media site similar to Facebook, though it's more like Friendster or Myspace in functionality). Saying that "those smelly otaku should just give them their money and die" (paraphrased) and other colorful expletives, which even the show's producer, who turned out to be the guest director's friend, said he agreed with.

So things came to a head with the heat intensifying that said producer, Akai "Otaking" Takami, made a public statement apologizing for everything and announcing that he will be resigning from Gainax. This placated the majority somewhat, though the fact that the actual offenders (identified as the female community manager of the official Gurren-Lagann web site, and the Gainax staff members in charge of PR and marketing) never got the axe, at least publicly. And of course the media spun this as those nasty internet basement dwellers' fault, that years after there's still no real documented record online about the event. For instance, these 2 links are the closest I could find, and they're clearly biased against 2ch and the GL fans:
