With emphasis on the plural, as ideally the competitive free market would mean these can only be done by the companies that do the best jobs for the cheapest. The way a lot of governments try to solve a problem is to throw money at it (and so be very wasteful). If it were a private company, such an initiative would be left to fail if it wasn't needed.

Now some people might argue that an unregulated market would inevitably lead to monopolies in most industries. An counterargument I've heard from libertarians/ancaps is that most of these monopolies exist only because they have been state granted or have their hand in a government pocket in some way. And heavy regulation of the market by the government results in it being extremely difficult to create startups that can compete with these big companies. Now without the government, these big companies are subject to the same forces as everyone else without any sort of intervention. And people are free to provide alternatives to the big companies that on't need to jump through a thousand hoops.
