You would only use the encryption in the development phases of campaigns. For example the "it's okay to be white" campaign. Use stenography to store data in images. In the lower bits of the color data a jpeg is embedded. With AES encryption it could be password protected as well. For the key, just put something in the comment like:
"The current headline on CNN"
