"It's okay to be white" Is a bait campaign. Reactors show their hated for whites in the intensity of their reaction. They imply themselves as anti-white on their own.
"Black Lives Matter" is an accusatory campaign that seeks to metaphorically beat on everyone's door and demand they show penance for their portion of collective guilt.
tl;dr: IOTBW Provokes racists to paint themselves as such, BLM paints all whites as guilty of racisim.
