This, but if you're specifically trying to write and design characters in that age bracket (for the story or whatever), I don't think a succubus, or one as obvious as that design, would pass as E to E10.

A succubus would be a mature character, but the way to get around that is trying to exaggerate her playful characteristics over her sexual ones. That might require re-imagining how the succubus should be viewed or designed. Consider child-friendly artwork approaches, or how characters in games for younger people are designed.

If I was looking to get closer to E to E10, without trying to redesign the character entirely, I'd probably change the art style of the character a fair bit. A smaller tail, less emphasis on the hips and thighs (wider waist, just a little), extend the bottom of the corset with a skirt, or change the corset into a dress to cover up the cleavage and shoulders a little without removing their presence. Finally I'd add some small horns, to piss off christians but also to make it obvious she's a devil / demonic character while still making the design appealing to a younger audience.

OP is trying to design around that constraint. He wants opinions on how to do it. What artwork he's already done is fine, but for the goals of meeting an age restriction, it wouldn't pass as E to E10. Nobody's telling him to delete or change his original concept. As art, that stands by itself.

He alone wants to create a new design, that would be accepted in the E to E10 bracket, that deviates from the original.

OP, check out the Shantae games, they're E10+ and at least as risqué as your design in the OP, just make sure her outfit isn't too obviously lingerie (put studs on it or something, make it look fantasy-ish)

If it's the later, you have a lot of options. Giving her an outfit with a lot of side nudity can allow you to hide it from ESRB using her arms, and only showing it for a brief moment in her animations so kids can go crazy trying to figure out what she's wearing.

If there are more close up shots, what you can always do is have her tail wrap around the uncovered part of her wasteline.
This way kids who are unfamiliar with outfits like that will wonder if the socks connect with the leotard, or something. they'll have a lot of questions about the crotch area without you drawing attention to it.
From an adults perspective it will be less lewd than if the area was exposed., but from a kids perspective it will be so much more lewd.
