It won't affect pirating at all, it can result in being forced to visit certain "problematic" sites by IP though. You can still visit them but, for example, typing 8ch.net won't bring you here, you would have to either look up the site's IP in advance or find someone that knows it. It would also end up forcing you to go to each board and thread manually rather than just using the navigation bar.
