If you compare the 2010 live birth rate of non-Hispanic black to Whites, it's only a 7.9 point difference, and coupled with a death rate of blacks being higher than Whites, you have a black population that either shrinks or never changes as a percentage of the population (they've been about 13-15% of the population for decades now).

For Hispanic to White rate it is a difference of 21.5 points, while a lot it is a massive change from the 1990 number where the difference was a staggering 44.8 points. While not the best, there is hope on the horizon.
