I don't think you understand how "stealth" ie low radar cross section works. You can countermand it with very primitive technology or brute force techniques such as just putting your radar sites closer together and boosting their output so there aren't gaps in the radar net to exploit. You can also use long wavelength to help detect low cross section vehicles, but that only works at certain ranges and under specific weather conditions. You can spam missiles at the area you suspect the target to be and by luck get one in close enough proximity to get a lock on either heat or radar reflection. You can use multiple platforms with active radar to detect the enemy by doing real time comparision between their radar returns of the area you suspect the target to occupy.

All these cost money, time, resources, and require you to allocate more forces to oppose the enemy and they make you more visible while you do it inviting the enemy to counter attack your now relieved positions. That is the entire point of any weapon system or tactic, including stealth, it was never designed to be magic invisibility, it was designed to cost the Soviets more shit to interdict the actions you are taking and increase your range of engagement while decreasing their own. You can sit out their with passive radar and detect those sweeping the area for you and fire on them before they can fire on you. That is the point of the entire en-devour to being with.
