Both of those look more like the preliminary sketches for some of the scenes in the show. My guess is they draw the characters nude or semi-nude and then just lay the clothes over them during the digital animation process cause it's easier.

Speaking of which, I've never really been impressed by a lot of Japanese, or American comic artists for that matter, who just draw the characters nude and then just the clothes in where all the clothes look unnaturally skin tight. It just feels like a lazy way of getting out of actually drawing detail on clothing.
