I think it's pretty varied, especially for a beat em' up. The enemies you'll face do depend on the level usually as you've noted already (some enemies are only on one stage). Many mooks have their own little special ability that they will use. Some can jump attack, some have anti-airs, some will throw stuff at you, some will block you, some will dodge your attacks, some will have built in guns, some will try and pin you on the ground, some have dash attacks, some will grab you from behind, etc.
