Not even. The first video games were on ocilloscopes. When early microcomputers like the Challenger 4P and Commodore PET were out, people used computers for programming and finance. The enthusiasts programmed games themselves for their own relaxation. They aimed it at themselves, not kids. Even in the media and instructional videos introducing people to computers, games were acknowledged for being tailored on a per-user basis.

I meant commercially sold video games. Not fucking experiments scientists did for the hell of it. Magnavox, Atari, Pong, all that shit was marketed to kids because kids liked them and had the most time to play them and they sold miillions.

For GTA, most of the themes, motifs, jokes, and nods to other games from that studio are not things kids will understand. Just because children happen to pick them up by sneaking past the age restriction in stores does not mean they are marketing to that audience.
Postal 2 is another example of this.
As for DOOM, ID software were a bunch of fucking nerds in their basement making it because they thought it was a cool concept and fun. They didn't make it for kids.
