it's simple, they want their community to provide free content in order to keep the game alive for as long as possible. Skyrim came out in 2011 and people still play that shit today, and it's in large part because they can download from a large selection of user generated content that not only fixes the base experience but adds a shit ton of optional features that you wouldn't normally be able to acquire.

It cuts down the amount of work the developers have to do while at the same time extending the base product's life at least two fold. Extended life of the product means more long term sales, which means a steady stream of revenue. It also means that their IP has a better chance at "making it" or in other words being imprinted into the collective consciousness, the zeitgeist if you will. They want this so they can say shit like, "From the creators of Halo". It's basically an easy way to generate sales based on hype and nostalgia.

To no avail. He tried to use word and excel which he needed for work. To no avail. He tried to pirate those programs but realized win 10 has some kind of lock and need to fucking overcome it. To no avail. After this mess and rage he tried to install windows 10. To no fucking avail. After two hours of googling he managed to install windows 7 and swore to never EVER FUCKING INSTALL WINDOWS FUCK 10.
