Characters in the game are canonically shit at trying to save the world, and when they fail the first time she goes ape shit on them and points out how everyone should have realized they were going to fail from the get go. This is treated as an act of pure evil by her in the game, despite it being pretty mean at worst.

She knew would fail but she did it anyway? Isn't sticking by conviction like that kinda heroic? Sounds like she was reminding them of who they were

To be fair, it failed because every character in the game was actually a broken piece of shit that on some level wanted the world to burn, but I do agree. Either way, the characters fairly reasonable freak out turns into her becoming the Big Bad of act 2 of the entire game, which is the main reason she's meme'd so hard. The writer tried to make the most sympathetic character into the villain.

The Patriots did the wrong thing (censorship of the internet) for the right reasons (preserving memes). The problem with The Patriots' plans was that it was actually counterproductive.
