I live in one of the most atheist countries in the world and already this way of thinking is spreading, the cynical "If you're going to steal, just don't get caught and it's all alright." If you were to find a wallet full of money on the sidewalk, and returned it, a big chunk, if not the majority of the country would point at you and laugh for being an idiot. In a healthy society, the majority of people would of course keep the money as well, but they'd at least recognise it as a moral failure. As for god, his role in religion (at least in relation to worldly matters) is to provide a simple, easily communicable justification for why some human traits are good and others are bad. "Why is lying bad when it often leads me to a positive outcome?" - you could waste a great amount of time making a case that he probably wouldn't even understand, or you could simply say "Because God said so" and if the person in question wasn't an atheist, it would fully suffice. The actual existence or non-existence of God is, in this context, absolutely irrelevant, but it is clear that the belief in his existence is beneficial for the society at large.
