That's bullshit. The law separates between cultivated land/yard space and uncultivated land. That means that land you're actually using is off limits to everyone. But if you own a large piece of forest or mountain or something then people can pass through or camp as you say. These laws are remnants of the time where feudal lords would own entire swaths of forest where you couldn't go. It's a way to ensure that citizens can use nature, not any sort of forced communist sharing of your actual private property.
