It's that the president is an incredibly busy man; he doesn't have the time to go searching for information personally, and relies primarily on reports and information forwarded onto him by staff. Kelly blocking submissions that contain information from conservative sources (i.e. Breitbart) is equivalent to wiping those sources from the President's radar. The purpose is to disconnect the Trump from his base.
