Pretty much any RTS with nuclear weapons.
Even SC2 is fucking satisfying, through nuke does barely no damage to buildings and is pretty bad and never used. I mean you need to shot 3-4 nukes to kill enemy main building, I won't check exactly how many.
SupCom obviously at first place as it is Jesus of RTS, it also gets extra points for artillery and experimentals as another doomsday weapons.

Dawn of War Ultimate Apocalypse mod has nuke equivalents like orbital strikes, depending of the faction that you play, the imperial guard has "nukes".
