Senate has prevented Trump from appointing anyone at all. Trump can't fire anyone and replace them. The deep state has guaranteed Mueller will be able to complete his witch hunt by:

1. Getting two bills in congress to outright prevent Trump firing Mueller
2. Getting the Senate to prevent Trump from appointing anyone new, so he can't fire and replace Sessions, etc.
