Bribery goes without documentation and can be conducted by anyone. In Hillary's case her bribery was directly through foreign heads of state to her "charitable" foundation.

Lobbying is essentially an organization working on behalf of an individual or organization that isn't in the government. It's more about ensuring their voice is heard on the 'hill'.Pay to play is when a government figure uses the power of their position in order to obtain wealth.

Consider this: You run a Non-profit organization that wants to protect the lives of the Frogs. If you do not have an advocate tearing down the doors of Politicians everyday your desires will never be heard. So you hire a third-party organization whose sole focus is to remain in DC, review upcoming legislation and speak on your behalf. It's essentially the equivalent to outsourcing your PR to a firm, so you do not need to deal with it.

The problem arises when extremely large and wealthy organizations bribe Politicians with gifts in order to get a result. This is where you get into Pay-To-Play, and this is what is currently Illegal.

Briberey involves some one receiving material value something tangible, in exchange for services in a political or governmental nature. There can also be private sector bribes which are also illegal.
