It's a bit of both. It's a simple JRPG (slightly less so with the most recent game), with a lot of character interaction.

It has turn based gameplay. You move your Neps around the field when it's their turn and then beat on the baddies with either Standard, Power and Rush moves. You also have Special moves as well. The visual novel stuff you see is the cut scenes. It's a relatively easy game with lots of events and character development

It's a pretty niche game and you might not enjoy it.

Is it even niche anymore these days? While it might not bring out CoD numbers, I don't think Neptunia is that obscure anymore than before

Last I checked with the guild, it was requesting to kill stuff over at a dungeon that I cannot reach. Haven't checked again since that story update, so I will give it a look the next time I play.

I don't recall ever needing to unlock optional dungeons to progress with the story but I'll agree its really unintuitive when the plot says to do something somewhere but you have to check the guild to actually progress the story.

I don't think there are too many sources on males becoming CPUs in UD, just super vague one liners here or there. Its implied ANYONE can become a CPU by eating a CPU Memory and its also implied that all CPUs are female. In RB3 on the True End path we know that its possible not all the children that were captured were female, we were only shown females though, so its possible that males were involved. Its up for debate whether or not males turn female in HDD or the more logical conclusion of them becoming female period.
