I think you're on the money there. My understanding is that Twitter, Facebook, and Google all require a phone number to create an account now. There's a definite push to make it harder to simply create a new account if banned.

The internet is hardly the wild west anymore. If you grew up with the internet in the 90s those were the days of the wild west. Back then I was a 12 year old doing shit back then that today would get me thrown into a federal prison if I did them today. I would do IP range scans back then and find servers without passwords on them or with simple passwords and install IRC bots onto them which I would then use to trade copyrighted software. There used to be servers running that weren't even password protected. There was very little security culture in the 90s and there was little understanding of security. It was like a free for all.
