In order for a drone to work it has to be able to communicate in real time with its controller. That means an uninterrupted sattelite link over long distances, and satcom has a number of limitations. In particular, high levels of radiation in the upper atmosphere due to things like solar flares often interrupt signals.

HF and UHF have obvious problems such as a vulnerability to jamming. Even with the frequency-hopping that JTIDS performs, enough electromagnetic energy can disrupt the signal, and tuning radio frequencies is much more art than science.
