If I were them I'd rather contact some of the most known Japanese devs, they can compete with a lot of Japanese sites too, the same DLsite ask pretty big cut for selling stuff. For fuck's sake, they could even translate some of the great works, there are a lot of good quality VNs.

Otherwise there is no need for the service. Most VNs worth shit are either translated and available at like six other sites or just good for the porn, the actual games are generally given translations pretty quick through hongfire or are only good for the porn, and no one wants a DRM launcher for porn games.
