This isn't a case of the Dominicans receiving free gibsmedat. This is a case of the US finding a way for the Dominicans to pay the European debtholders without military intervention. To look at the effects properly you need to compare how long the Dominicans owed the debt vs Haiti. 80 years of not being able to invest infrastructure is a lot harsher than 10 or 20.

I'm going to address this part in the bold, but first I'd like to point out that American blacks have 20% European admixture, so that probably has raised their IQ in the same way that individuals who are half-white half-"American black" (e.g. 40% black) have higher IQs than American blacks.
Mexico has an IQ of 87. Mestizos (i.e. "Hispanics") usually score around 90 (thealternativehypothesis.org/index.php/2016/04/15/iqs-of-races-in-the-united-states/), if you have a group of Mestizos who would in a situation of acceptable early education, nutrition, etc. score 90 on average, it's possible to lower that with environmental deprivation; as their environment improves, the room for IQ gains goes away (if the IQ was just "depressed" the depression should leave as the environment improves), and as the disparity in how good environments are between groups closes, the heritability of the IQ gap between those two populations increases (e.g. the IQ gap between nobles and peasants is less heritable when the peasants are extremely depressed, the IQ gap between peasants and nobles, regardless of who it favors, would be highly heritable if they were raised with very similar environments.) In the same way that Eastern Europeans had a depressed IQ after communism (dropping into the mid 90s in some cases), Mestizo populations can have a depressed IQ. If you improved the environment of blacks in Sub-Saharan Africa drastically, the heritability of the IQ gap between them and Western whites should drastically increase, the "environmental gap" (the IQ points the blacks "lost" due to bad environment) would decrease, leaving (primarily) only a "heritable gap."
