Civilization has always been more edutainment history than Crusader Kings style. They pick leaders that are either famous or interesting and try to portray them positively, or at least interestingly, because they want to sell copies in that region of the world.

Of course, they want to mix it up with every game, but with a lot of civs you run out of ideas fast. Plenty of interesting American Presidents, French kings and such, but not so much with some others.
