I've only watched a couple moe anime, and I would admit that the stories themselves are quite simplistic and lacking, but I enjoy them nonetheless. (For many of the reasons you've listed, actually). Another element to this kind of propaganda is that if it does eventually fail in control and humiliation (thus, summoning communism fails) then you eventually get a libertarian society instead…which is when everyone becomes aware that everyone else around them doesn't care about the propaganda and thus the general consensus eventually just shifts to "who cares what others are doing, as long as they are not bothering me I don't care, but if they do bother me i'll make damn sure they know it" instead of "everyone should think the same as me, therefore we all must think the same and exile those who do not".
