I recall something about the IT staff realizing that they were hacked and then emailing the new password on the compromised system. Anybody have sources and/or screencaps if this stuff?

I can report competing theories but it can't be the central theme of the report. It has to be like OJ's "If I did it". What are the specific techniques that made this possible.

Also, I heard on NPR that the "intelligebce community" was able to determine that the cracker used a Russian keyboard. How is that possible to know, and couldn't any unicode character be spoofed? I'm pretty sure that I can type all kinds of stuff if I look up the unicode characters. Anyway, you guys seem well-versed in this stuff so I thought I'd ask you what you know.

To dumb it down for you: if you are talking about Hillary's emails, it was leaked by a romanian (not russian) hacker (not hackers). Then it was spread on the internet by russians, by germans, by australians, by .... every nation's citizens, who are using the internet.
They started to blame russians, because someone needs to be blamed, even if you make some conflicts, it was worth for them, so the focus is not on the actual email content.
You can compare the 'hack' to the Killian documents controvery, and compare the reactions of the whole country.

Assessments are conclusions based on evidence. The report is completely unclassified, because some dumbass thought it would make the agencies look good to show all the conclusions with none of the evidence, so keep in mind that there's probably a fair amount of signals intelligence and human intelligence excluded.
