Regarding socialism vs communism, it depends on what hunker you believe. Marx theorized the state would either under socialism until it sort of died off but the historical context proves that you can't have the state wither when it's under assault.

You don't need an executive decision to achieve revolution, so I don't see how party officials could halt progress short of insane buffoonery or massive conspiracy.

The only change is the death of the state which seems a lot easier when you no longer need a professional military and potentially no law and order apparatus. Once the material conditions are there, revolution is inevitable.

These are the best tools for enforcing the government's demands. Even if there were no more foreign enemies at the time, a corrupt socialist government would have no incentive to disband the armed forces. Plus, how exactly would a communist utopia without a military protect itself from an internal counter-revolution?
