yeah, i did play TW2 ,it was far from being the best game i ever played, but it was okay.
Magicka is nice, but it's more about mixing elements to see what it does, than actual magick/spell making.

Freedom Force and its sequel let you make your own superhero and customize various abilities. God Eater lets you make custom bullets that can do a lot of weird shit. Neither of these really get into time reversal or other powers of that magnitude.

There was some SNES RPG where you would 'make' spells by typing in a word and it would generate a spell based on that.
In order to 'learn' a spell, like a basic Fireball, you'd need to learn the word for it, but it wasn't necessary to find an item or anything. As long as you knew "Ignis" was the word for Fireball, you could have it at level 1. Hell, you could start the game and immediately give yourself all the most powerful spells in the game if you wanted.
Typing in random shit would give you bizarre spells. I remember typing in BROFIST and when I casted the spell, the word BROFIST would fly across the screen and smack shit up before draining all my mana.
