There are pockets of air that radically change during a flight, this is when you feel turbulence and other shit during a flight. If you are traveling in a completely frozen atmosphere with no humidity, you are leaving massive frozen sticks of contrails, if you travel into a warm humid atmosphere, all of the sudden the contrails disappear.

people buy up/make patents all the time on the idea alone. many times its only a vague idea with no substance. there are plenty of patents out there that are for things that dont exist yet. the point is to have the patent BEFORE it gets put to the presses. you make the most money this way. it doesnt cost too terribly much to file a patent, so in terms of investment, this amount is your risk. if it becomes a thing, you get tons of money and are set for life.

as such, there are plenty of patents that were made from someone catching wind of new innovation, then drumming up a vague outline of how to accomplish it. and when it doesnt work, it just sits there until someone comes along and buys it up.

i have no doubt that the government is researching how to affect weather patterns. it would be an invaluable tool for control. wars could be fought and won simply by causing famines for the enemies country. it could be used to avert, or in this case, cause natural disasters. also, many scientists are researching this in regards to finding ways to reverse the effects of "climate change". so the interest is obviously there. any one of these applications would be enough to start serious black project-type R&D on it.

so now imagine you are one of these researchers (either govt or institutional), or politicians/IC spooks overseeing these projects. you see something that is very powerful, with some serious potential, being researched before your very eyes. you know the vast majority knows nothing about it. so what do you do? you come up with a way that it could be plausibly executed, and you file for a patent for it. if it works, youre swimming in shekels for the rest of your days. if not, whatever, you still have your government check to keep you warm. its a no risk investment really.

to me, the only serious conclusion that i can draw from many of these patents is that they absolutely have researched the topic heavily, and are very interested in the idea of altering weather patterns. without being able to test the validity of each and every patent individually, i cannot safely assume either way whether any of them actually work or not. so by extension, i cant use this to decidedly determine whether or not the government has the technology to alter weather.

forestry service planes and choppers are used most often for fire control. they spray fire retardant/water over areas to make them less likely to burn. they do this to try and combat large wildfires like this one, because when socal gets as dry as it did this year, it has the potential to literally burn down half the state if it is left unchecked.

now you could argue that this ability to slightly alter the flow of the fire could potentially be used maliciously, to guide it into inhabited areas, but that is unlikely. in order to pull off something like that, the forestry service would have to be completely saturated in intel assets that are so completely void of morals, that they are willing to cause massive collateral civilian casualties as well as hundreds of millions of dollars in damage to infrastructure and land to take down "targeted areas/people". i dont think there is enough interest in such an operation for there to be that many spooks there in the first place. as such, i sincerely doubt that the regular forestry service worker pilot would obey orders if he was told to guide the fire towards los angeles. anyone in their right mind would whistleblow the shit out of that.

so its inaccuracy/unpredictability as a weapon combined with the massive colateral damage that would be caused makes it seem like, even if they could, they would do it another way.
