"President shall" is standard language for legislation. The President is the head of the Executive Branch of the federal government. It's his job to execute the laws written by Congress. As such, you'll see that sort of language in plenty of bills.

Congress cannot force the president to do things just by passing a bill, unless the constitution already gives them authority to do so. In which case it wouldnt even need to be a bill in the first place, because that means it has to be approved by the president. It would be a resolution/motion by the congress to order something to be done, no presidential signature or super majority of congress needed.

So, the congress would have to call for an amendement to the constitution in that regard, which means, I believe, a majority of states + a super majority of congress, or 3/4ths of states + a majority of congress (I believe either way will work.. or maybe it depends on which group calls for the ammendment - the states or the congress). Which they arent going to get to happen.

So, I'm not actually worried about this. Its worth talking about, because it certainly is the congress trying to effectively seize power over the entire government. However it will never work because all the president has to do is challenge it, take it to the courts, and any edicts congress is trying to force will simply be thrown out

RUMOR: S.722 NIGHTMARE BILL BLOWS THROUGH THE HOUSE

I cannot find one official source, including the Congress web site that confirms this. We all know that at this point it passed 98-2 in the Senate, but the rumor is that it passed 419-3 in the house. If this be the case, Trump can't stop it, But he does not have to sign it either. ADDITIONALLY AND MORE IMPORTANTLY: The bill usurps too many presidential powers, and burdens the president badly. If Trump can't stop it, he can pass it along to the Supreme Court, which can overrule it because it usurps too many powers.
When I went over the bill what I noticed most was that it introduced a huge number of obligations on the Presidency. There is no way normal congressional bills could have so much in them for the president to do, because after only 10 or so, all the president would be able to do is comply with all the demands in only 5 bills written the way S-722 is. In this bill, there are a huge number of dictates the President must follow, and they are difficult, such as presenting reviews and looking over reams of data, and they come up at regular intervals and are obligatory. You can bet that if Trump misses a single deadline, they will impeach him. They will use this bill as an excuse to say he can't handle the job of being president, because he can't keep his paperwork straight.
Additionally it is everything Russia needs to go to war over. The best thing Trump could possibly do is veto it, and if Congress decides to ram it through again anyway, Trump needs to take it straight to the Supreme court. They can overturn it, because it crosses the line and violates the office of the president so bad it is a clear violation of separation of powers. But if Trump signs it like a dolt, he's going to be hung.

Yeah, shit is getting real now. A Congress enforced sanction via law is completely different from a sanction made by the president alone since the president alone could simply remove it. Now however not only can this sanction simply not be removed, even if nobody follows it it's still technically law, but there is specific sections of the bill that basically gives Trumps ability to remove any other sanctions in place the middle finger.
